Liverpool wonderkid Rio Ngumoha has entered a completely different phase of Premier League life after recently turning 18. And one small change in the rules has suddenly become a major talking point. 👀
Ngumoha celebrated his 18th birthday on August 29, meaning he is now subject to the Premier League’s new 10-second substitution rule. When substituted, players aged 18 and over are expected to leave the pitch at the nearest point rather than walking toward the halfway line. Failure to do so can result in the team being forced to play with 10 men temporarily. 😳⚠️
But here’s the interesting part…
Max Dowman doesn’t have to follow that rule yet! 😱
The Arsenal teenager is still only 16, so safeguarding provisions for under-18 players apply to him. When Dowman is substituted, he is expected to leave via the halfway line near the dugouts rather than following the new 10-second procedure. He remains exempt for another 467 days, according to the report published on September 20. ⏱️👀
And these two youngsters have plenty in common.
Both Ngumoha and Dowman enjoyed breakthrough campaigns and were jointly recognised as Premier League Home Grown Debutants of the Season for 2025/26. Ngumoha also made history by becoming Liverpool’s youngest-ever goalscorer when he scored the dramatic winner against Newcastle at just 16 years and 361 days. 🔥🔴
Now, Ngumoha is officially entering the senior side of the rules while Dowman still has special protections because of his age.
